Dr. Chandra is a Professional Civil Engineer, Professional Traffic Operations Engineer and a Certified Accident Reconstructionist. He holds a Doctor of Philosophy degree and two master's degrees. He has thirteen years of experience in Traffic Engineering studies and design and is an expert in transportation safety and accident analysis. Dr. Chandra is very articulate and is a sought-after seminar speaker. He has trained engineers in several states in Traffic Engineering and has developed Traffic Engineering Algorithms that have been used by several cities in the United States to control traffic flow. He also serves as Journal Editor for two transportation professional organizations.
